    "content": "Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Bill. It is a Bill that is long overdue. It is a Bill that is necessary to be supported by all hon. Members of this House. You will notice that the construction industry has been in a lot of confusion because there has been no Authority that was regulating it. We have heard all manner of people calling themselves contractors when they are not qualified to do so. Mr. Temporary Deputy Speaker, Sir, I would like the Ministry, in the first place, to consider reinforcing the local contractors. From what I have seen, especially when it comes to roads, the so-called local contractors are actually not local. We have this preference where we levy maybe 15 per cent more. Whenever a local contractor quotes 15 per cent more than the international contractors, they are given preference. But when you look at the so called “local” contractors, they are really not local. So, I would really want the Ministry to look into this issue when it comes to capacity building and training of local contractors, so that our local contractors can benefit from these contracts."
