    "content": "Hon. Deputy Speaker, I have a lot of deference for my learned friend, hon. Kajwang’. However, these are weighty matters, in my view. This is something that has exercised my mind. I believe that this particular Bill ought to have originated and ended with this House. It is not a matter that touches the counties because what the governors are doing is illegal. It is not provided for anywhere in the law. So, the fact that the law is silent does not give them the right to fly the national flag. This Bill was seeking to outlaw it, or to make it clear that it is not lawful for the governors to fly the national flag, and provides for the categorization, and excludes Cabinet Secretaries. But I think it would be important for the Speaker to rule on this matter. I invite you to rule on this matter because it is important."
