"content": "It is very particular. If you look at what the framers were thinking about, they were thinking of improving the infrastructure in those areas. I have to stress that in areas like Samburu, there are no tarmacked roads. I am sure in many other marginalized areas, it is the same. So, I want to thank the framers of our Constitution for thinking so loudly and broadly of equalizing our country in terms of infrastructure development. The Equalization Fund is certainly new in our Constitution and in our country. But it is not a new item across the world. Australia, for the first time, established an Equalization Fund in 1933. That is many years ago and they are still doing it. That is because there are so many areas across Australia – the Aboriginal and other areas - that require to be at par with the rest of the country."
