Temporary Deputy Speaker, during the last financial year we, by mistake, devolved money that belonged to the Kenya Rural Roads Authority (KERRA) and Rural Electrification Authority (REA). When the money went there, it was not allocated to the roads or to electricity. The Government had to go back into its coffers and dig deeper to try and get money to deal with the projects that had stalled. That is because the governors and their governments had failed to use the money that was allocated specifically for those issues. So, there is a risk that if that money was to go to the same entities, it might be used not to alleviate poverty, and not to the specific areas that need it."
