    "content": "But even as I support this Bill, I would like the Mover to think of what I am going to say. If the money moves to the constituency level and you want to do a road which traverses two or three constituencies, we will need to think of how not to lose money in the process. We can do one big project; when I start doing something in my constituency I do not want to know what hon. Nkaissery is doing. When we take money to the constituency and do water projects which move from one constituency to the other, at the end of the day we may end up doing small projects with minimal impact. We can ensure that we do not lose those things that can be lost while implementing big projects."
