    "content": "Let me come back to the main point of this Bill. I want to condemn in the strongest terms the CRA, because the formula they are using is to permanently marginalize some areas. I personally went to talk to this Commission; they said Kajiado is one of the richest counties in the Republic, but it has the most undeveloped areas in this Republic. After Kitengela and Kiserian, the rest becomes a wild west. Apart from the CDF which came to rescue some of us, those areas were marginalized. When you look around in the Chamber now, the majority of the honourable Members in this House are from marginalized areas; they have a passion but know that their areas are unlucky."
