"content": "I want to support this Motion with a few points. If in this country we are serious about addressing the issues of inequalities, then we have to go this way. In this country, we have marginalized regions, communities and families. This particular Bill is important because it is going to enable us to address some issues that have always gone unnoticed. For example, when we talk about the arid and semi-arid areas, I want to say in this House that the worst place to be is in a semi-arid area because everything becomes semi. As we talk today, the semi-arid areas in lower eastern where people cannot have food, are going hungry. All they require to do is to have a massive water plan so that we can have issues of marginalization arising from drought. Harsh climatic condition is no excuse for any region to be referred to as marginalized because you have the technology that can take care of those kinds of harsh conditions. But the problem that we have is that we have not been honest enough to address the issues that are facing some sections of our country. Unless we address the inequalities through this particular fund and unless it is used very creatively, with honesty and transparency, then we shall not become cohesive the way we want to. Those people who have been marginalized feel so bad. Sometimes they wonder what national cohesion is all about because you cannot tell me to be cohesive when I am hungry while you are enjoying."
