I wonder whether due process was followed in the evaluation of contractors before commencement of this contract. One of the areas that the evaluators are supposed to look at is the capacity of a contractor to undertake certain works. Why did it escape the attention of the evaluating team that the contractor did not have enough capacity to undertake this contract with the speed required?"
