    "content": "Hon. Temporary Deputy Chairman, I would like to mention something with respect to this clause with the full knowledge that there are no numbers to amend it. However, if you look at what this clause does, it provides that the Authority, as it is looking to license players in the industry, shall from time to time carry out an assessment of the suitability of the person managing, controlling or having significant ownership and will allow that person, only when it is satisfied. I think this clause could have been worded in a different manner because the danger is that it can create a situation where we have cartels in the industry where there are no clear criteria on what that suitability means or where there are no clear criteria on what elements or factors are being looked at. It is actually a bit dangerous but I think in the future once we are able to look at this again, we will be able to amend it accordingly."
