    "content": "Thank you, Mr. Speaker, Sir. Even though the Minister has quoted the State Corporations’ Act, my Question was with regard to the Public Procurement and Disposal Act 2005. Part “c” of the State Corporations Act is after other methods of procurement and disposal have been done. The first preference is by open tendering. The Minister has told us clearly that this investor wrote to the President, and maybe in consultation with the Prime Minister gave authority. Could he tell us where he derived the authority to give the Executive the mandate to order for allocation of land to a private investor without following the correct procurement procedure? Where did the Executive get the powers to dispose of public land to an investor without following the requirements of the Public Procurement and Disposal Act of 2005?"
