"content": "Hon. Temporary Deputy Chairlady, I rise under Standing Order No.96 to move that the Chairperson do report progress. The said Standing Order indicates as follows:- “96(1) A Member who wishes to postpone to some future occasion, the further discussion of a question which has been proposed from the Chair may claim to move “That, the debate be now adjourned,” or, in Committee of the whole House “That, the Chairperson do report progress.” Hon. Temporary Deputy Chairlady, this is the context in which I am urging the House to agree to this adjournment. The Motion appearing under Order No.10 is a matter that has been subjected to a lot of public participation, particularly after His Excellency the President, in exercise of his constitutional powers, under Article 115, sent the Bill back to the House. We know that the Committee on Energy, Communication and Information met various stakeholders, including the media; and there are agreements in terms of the amendments that the Committee would be intending to propose. However, from the ruling of the Speaker, those suggestions – being suggestions that do not accept the President’s Memorandum in toto – cannot be discussed due to lack of quorum. I wanted to urge my colleagues that, in engaging in a matter like the one before us, particularly where we have engaged with a critical sector like the media; we do not proceed in a manner that gives the impression that---"
