    "content": "Thank you, hon. Temporary Deputy Speaker. I rise to second the Procedural Motion. As a member of the HBC, we discussed this matter and we have agreed that despite the fact that Wednesday morning is for Private Members’ Bills and Motions, Parliament has the mandate to set its own calendar. We set this calendar and we are all aware that on 5th of next week, we will actually be breaking for recess. So, on the basis of that fact, the HBC pleads with hon. Members to allow the House to discuss these Bills which are pending. However, we have also not lost track of the fact that there are some Private Members’ Bills which will also be discussed before we break for recess. I have in mind hon. Mbadi’s Bill on the retirement benefits. So, hon. Temporary Deputy Speaker, I plead with Members to support this Procedural Motion. So, I second. Thank you."
