    "content": "Hon. Temporary Deputy Speaker, Sir, this Bill has positives and it also has some reservations. Let me start with the positive aspects. First, it is founded on the philosophy of incentives. It is crucial for us to give something to those people who did something good before, so that we can encourage the young generation to become heroes tomorrow or even today.
