    "content": "The particular amendments that we seek and which we will introduce during the Third Reading will be to the effect that any such consideration will not interfere with the context, the text, the form or the substance of the Report. So, those among us who might be afraid of discussing the Report or think that Parliament might alter it should find comfort in the amendments sought by the Committee to protect the Report. The substance of the Report will remain protected. However, it is important that the National Assembly has time to debate the matters raised in that Commission’s Report."
