    "content": "Mr. Speaker, Sir, the Minister in answering the Question, has admitted that the district is short of two zones. I do not see the reason why he should wait for a report while he is already aware that the district has a shortage of five zones. This does not only affect Mutomo. The entire country is in shortage of officers who are supposed to be supervising and getting the educational system running properly. What plans does the Minister have, even before the report is out, to assure the nation that they have enough officers covering the country, including the new districts?"
