"content": "Hon. Speaker, the case that hon. Mututho is facing is a classical example of a judiciary which is not functioning. How can you have a case for 15 years? Of course, it is not the whole Judiciary but that Judge who is presiding over the case. This is because hon. Mututho was elected to this House in 2007 and the case had been going on for five years before he became a Member of Parliament. So, it is just like the Truth, Justice and Reconciliation Commission (TJRC) Report. Hon. Nkaissery, who is sitting here, is framed for something which he was not even aware of when he was a good general; that is why we are saying that Parliament cannot be a conveyor belt and pass the TJRC Report."
