    "content": "On a point of order, hon. Speaker, Sir. Is it in order for the hon. Member to state that hon. Mututho refused to be vetted? I, as the Mover of the NACADA, Act put Section 6(2) to deal with the fact that we feared that the persons appointed to this position would be drug dealers or persons who work with the people in the alcohol sector. I was on record as saying that I was disappointed with the work done by the previous Chair of NACADA, because he was a consultant for responsible drinking. That is the basis on which Section 6(2) of the NACADA Act was enacted."
