Mututho is my friend but as former President Moi once said about the late George Saitoti, friendship is different--- Are we going to appoint Mututho and then suspend him immediately on half pay? Could I get a clarification based on this provision of the law, or are we going to amend the law as hon. Dalmas said? This is because the law requires that if you are charged in court, you are supposed to be suspended on half pay. Could someone clarify to me that?"
