    "content": "Hon. Temporary Deputy Speaker, on offences and penalties, we have enhanced them significantly. We thought that it was important to categorise the offences and we have increased the offences of killing wildlife that are in category “A”, that is elephants, rhinos, lions and the rest to Kshs20 million or life imprisonment. A fine of Kshs5 million or imprisonment for category “B”and offence under category “C” would attract a fine of Kshs1 million."
