    "content": "Hon. Temporary Deputy Speaker, my colleague, the Majority Whip, will respond to this debate. I want to join the Chairperson of the Committee and my colleagues in saying that this Bill has come of age. It is a very important Bill. What does it provide? First and foremost, the Bill seeks to enhance the penalties for wildlife crime, something we have not had since independence. Secondly, for the first time, the Bill is aligned to Vision 2013 and the Constitution of Kenya. Thirdly, for the first time, the Bill also provides for an institutional framework, with clear separation of the functions, the institutions, communities and other players."
