This is a Fund being established by the Government and none other than the President stood on the podium where you are sitting and said that he will have it run alongside the Constituencies Development Fund (CDF) structure. When the President made that comment on the Floor of this House, the media never contradicted him. It has become fashionable that Members of Parliament must be bashed even when they mean well for the country. I thought I should point out that because it is a waste of time to go that direction. Hon. Temporary Deputy Speaker, having said that, the problem in our country is that no money circulates in some parts of this country. Our people are poor because the youth and women do not touch any money in most parts of our country. This is a good beginning. The Uwezo Fund is a good beginning because for once Kenyans will touch the money they pay in form of tax. That money will go directly to them. I have been a Member of Parliament for three terms. I have seen the transformation made across this country through the CDF. I dare say that even the progressive economic growth that we have had over the last ten years is because of the CDF."
