    "content": " Hon. Members, the Chair of the Committee on Delegated Legislation is proposing to drop the amendments that he has proposed under paragraphs (b) and (c) and he is entitled to do so. However, I need you to understand where we are going; it remains as it were, two persons appointed by the Cabinet Secretary, one person representing women appointed by the Cabinet Secretary. That is the way it was in the original regulations that you have. That is on page three. This is the effect of what we are having. The Chair also proposes to delete paragraph (d) which is on page two of the regulations that reads: “Principal Secretary”. According to the Committee, the Principal Secretary does not have a part to play. That in essence is what the Chair of the Committee is doing. Hon.
