I want to stress the fact that what we are trying to create is a very important fund; the moment we start doing politics with it, we will lose it. I think the idea that this is free money for hon. Members to dish out is a very wrong idea. If we do not put mechanisms in place, this is going to be a--- If we are not careful, we will give money to people in the first instance, and then you will not have money to give to the next group of people and we will have problems. I personally oppose the deletion of these two sections."
