    "content": "(c) appoint ward representatives to the membership of the Constituency Uwezo Fund Management committee. Hon. Temporary Deputy Chairman, the reason why I bring this amendment is because we have been on this discussion on Uwezo Fund for close to two months in this House. This debate has gone through several committees; as we are speaking let it be clear to Members--- I know it may not be clear to those who have not been in committees. These Regulations have no provision for a county level structure at all. Secondly, these Regulations also do not have provisions except what the Committee will be proposing later, that is inclusion of CWRs on the committees at the constituency level."
