    "content": "Thank you, hon. Temporary Deputy Chairman for giving me this opportunity to contribute. I actually agree with hon. Midiwo that the second part of the amendment that hon. Shebesh has proposed, “to develop capacity building for Fund recipients for table banking---” How do you develop capacity without being the one who is appointing? It means we will appoint and then she will be the one to develop the capacity. Secondly, when you say that you are the champion at the county level, it means that you are also pushing the hon. Member away from accessing the promotion of Uwezo Fund at the constituency level; this is because it seems you will be the representative of the President at the county level and the hon. Member of Parliament will be sidelined. Therefore, I oppose this amendment."
