First of all, I am not sure what it is that has raised so much concern because we are on Regulation No.13 but I think the debate is on Regulation No.15. If you want us to pre-empt debate and I can speak on Regulation 15, then maybe I could clarify what the fear is on Regulation 13. I need your permission to be able to debate where we have not gotten to because I believe what people are worried about is Regulation 15."
