    "content": "Therefore, to leave that to the discretion of a Member of Parliament to come with nominees out of the five, I think we may be hesitant on that. That is how we end up not being represented. It is at the discretion of an MP, but then, the proposal that I have put across is that a list of Members nominated by organizations of persons with disabilities--- Let us not qualify in the constituency, because members must be residents of that constituency. In consultation with the MP, the House needs to agree, whether we want to delegate this to the county, the member of the National Assembly or the single member constituency of the National Assembly.
