    "content": "Hon. Temporary Deputy Chairman, I want to support the amendment by hon. Oyugi because we realize that we have set aside money for capacity building. But at the constituency level, we are not doing the capacity building. Initially, women Members of Parliament through hon. Ms. Shebesh had put in an amendment that they wanted capacity building do be done at the county level. Now that we do not have that amendment at the county level and we have 8 per cent of the resources set aside for capacity building, where do we do that capacity building? Let us take it at the constituency level so that we are able to do capacity building for our constituents."
