    "content": "If you look at Regulation 18, it has already provided how the groups will be awarded the loans. I propose that Regulation 18 should not be applied uniformly in all constituencies. In a constituency, let us take the group that has been registered longer than the others, instead of restricting the youth and women. So, I propose that we delete that sub-paragraph (iii) so that we have an easy time for the groups."
