    "content": "Hon. Temporary Deputy Chairman, I understand the thinking that we want the capacity building to be done in the constituencies. That is in agreement. But I would propose that the best way to do it, instead of deleting this part--- Really, we want to have the same standard for Uwezo Fund. Uwezo is one thing; we cannot have 290 versions of Uwezo with the same curriculum for capacity building, with the same materials. So, I would rather we amend and say, that in consultation with the committee, the Ministry has the responsibility to set the standards on curriculum for capacity building, but it is implemented by the committee at the constituencies. Otherwise, if we remove that just by deleting--- I think the Mover agrees."
