If you look at the amendment to Regulation 18, we said, delete subparagraph “d”, which is exactly what you are looking at there. You then substitute therefor the word “share as loan”. What we have done is that the entire amount which should have gone to the church, which should have gone to any group, is now supposed to be treated as a loan going to the constituency."
