    "content": "Hon.Temporary Deputy Chairman, Sir, I respect the ruling that you have made, but I want to take this as a proposal. Even the national Budget that we have been passing is just a proposal, which this House has all the powers to re-arrange. The only thing we can never do as Parliament in the national Budget, for example, is that we cannot increase the ceiling that has been set by the Executive. That is what the Constitution refuses, but we can re-arrange and we have done it in the past, and move money from Vote “A” to Vote” B” without changing the national ceiling."
