    "content": "Thank you, hon. Temporary Deputy Chairman. I want to agree with my colleague here, hon. Sakaja. Under the amendment we have made, we will execute the capacity building based on the regulations given by the Ministry. It follows therefore that the facilitation of that will be done by the Ministry. I think let us at this point Members not go to the extent of wanting to look at the Ministry in charge as if it has no role to play. So, I want to propose that we allow the Ministry to have the funds but execution of the function is our business. Definitely, they will still have to follow up the money at the end of the day."
