    "content": "Mr. Deputy Speaker, Sir, the construction company follows the design that is approved by the Ministry of Roads. In this particular area, there was no issue of water relocation or even piping for that particular matter. After we visited the area, we also established that within the area that you would call the road reserve for the Ministry, we will be able to do the necessary drainage. However, the estate is beyond the area that falls under the Ministry of Roads. Once we do that drainage, therefore, it will still go back to the residential areas. That is why we are saying that, in our opinion, the matter is beyond the scope of the Ministry of Roads."
