    "content": "Thank you, hon. Temporary Deputy Chairlady. I just want to clarify quickly that hon. Alice Wahome has just pointed out something that is of constitutional concern. We know that the Constitution overrides any other law since it is the supreme law and yet, we are in the process of making this one. We are saying that our Standing Orders forbid us from thinking about this and addressing it even though she has raised something that is constitutional and is higher. Which is higher? Is it the Constitution or the Standing Orders?"
