    "content": "Thank you, hon. Speaker, Sir. I rise to second this important report from the Committee on Justice and Legal Affairs. This report was necessitated by a petition from the members of the Republic of Kenya wishing to exercise their constitutional rights and of course, coming through our Standing Order No.225. As has been ably prosecuted by the Chairman of the Committee, we were seized with this petition. The Speaker invoked the provisions of Standing Order No.230 and the petition was therefore, committed to the Committee on Justice and Legal Affairs."
