The grounds of the petition are that the Chief Registrar of the Judiciary, as the Accounting Officer of the Judiciary, by purporting to approve or disapprove expenditure of monies allocated to the Judiciary, causes inordinate delays in the processing of salaries of judicial staff. Is it in order for us to take a decision on a report that does not address the petition? I want to qualify it."
