Members, please, note that as much as you have a right to contribute to debate, if you do not contribute to a Motion, it does not mean that the House cannot make a decision. You have a right to vote one way or another. This is so simple that it does not require restatement. Hon. John Mbadi, making a decision is not a matter of being able to contribute. It is not right. It is totally out of order for you to say that on a serious matter like this one, you have not had time to contribute. On occasions when you contribute and others do not contribute, does it mean that those who do not contribute are lesser Members of this House? That was out of order. So, let hon.
