Temporary Deputy Speaker, the effectiveness of the system as it was said by some presidential candidates was that: “Tunataka elimu bora sio bora elimu.” So, in as much as this progamme can be funded but there are no teachers in schools, it is useless. In some primary schools, there are only four teachers in a school of 12 streams. So, if we do not provide backup, like teachers and laboratories it will not be helpful even if the amount to cater for learning materials is increased."
