I wanted to know whether those people will be volunteers or they will be required to perform those functions. There is a difference between voluntary work by teachers and assistant chiefs and statutory works that relates to registration and issuance of birth certificates. Are they going to be volunteers and if they will not be volunteers, what will be your legal basis upon which you will be appointing them? That is the question I am asking him."
