    "content": "Hon. Speaker, the report does not also appreciate the fact that the Cabinet Secretary had consulted before doing the redeployment. The Cabinet Secretary, on 10th September, 2013, actually had a letter from the Directorate of Public Service Management, advising on redeployment of the same staff. I am left wondering whether what is happening now is about cartels that are very well known to operate in the Ministry fighting back.
