    "content": "In the past, every Cabinet Secretary made decisions in their dockets because the system that was in existence was hands off, ears off and everything off. The system that has come in is where the President and the Deputy President are hands on. They are able to know what is happening in the various Ministries. The current Parliament plays an oversight role. For us, we must make sure that things are done well."
