    "content": "Hon. Speaker, we believe that since the petition was committed to the Committee, the Clerk was satisfied that the petition, in the form in which it was, was in order. The petitioner, Nicholas Riungu, sought for the removal of the Commissioners I have mentioned while moving debate on the Motion for breach of the following:- (i) serious violation of the constitution; (ii) serious violation of the law; (iii) gross misconduct in the performance of functions; and, (iv) incompetence."
