    "content": "The other issue also relates to the people who applied for the original tender. We have one, Mr. Ahmednassir. Evidence was tendered that he made an application and bought the original tender documents. He was among the 86 firms that applied for the forms. One witness said that the person who was said to have bought the tender documents when the matter became contentious later on, he appeared as an advocate for Erad. So, we wonder what the connection between the two was. We thought that it was wise for us to come up with a recommendation to investigate that person and his influence in relationship to the NCPB."
