    "content": "Hon. Speaker, on the reasons why the PSC was not involved, the Cabinet Secretary said that the substantive appointments again had not been done and will be done by the PSC. The other two questions on whether the appointments were done in line with the Government policy of reducing the wage bill and whether the appointments were conducted in a fair, open and competitive manner, the Cabinet Secretary again said that all that will be done once the PSC does substantive appointments to those positions."
