    "content": "Thank you very much, hon. Speaker. In seconding this Motion, I will be very brief because the Co-Chairperson of the Joint Committee has taken quite some time to share with this House the processes that the two Committees undertook to respond to the Statement by hon. Gitari and hon. Mbadi. Out of the processes, one should be able to tell that there as a breach of the Constitution, through Article 234. It is grave violation of the supreme law that somebody can sit down somewhere and make appointments without following the laid down procedure. Secondly, there was an intention by the Cabinet Secretary to have a legal notice drafted and published, thereby ignoring the legal office that has been put in place by the Constitution under the Office of the Attorney-General.
