    "content": "Hon. Members, this issue, indeed, raises more questions. Is it really in the greater public interest that we, as Parliament, hop at every opportunity to investigate? In what circumstances does Parliament take over investigations from specialized state agencies and at what cost to the investigations? Does Parliament have the competence to take over complex investigations requiring forensic studies? Why would the committees of the House not resort to the same agencies for expertise and technical support while conducting the investigations anyway? These are some of the matters that you have requested me to consider."
