    "content": "This clarification now settles the first matter raised by hon. Ochieng including the question of whether Parliament should proceed to carry out primary investigations. I want to encourage the Members of the joint committees investigating the Westgate attack to benefit from the two reports that I have referred to. In particular, I want to encourage them to compare the gravity of importance and seriousness that go into such investigations, including the manner of treating information and evidence obtained from the committee proceedings."
