Members wanted to know whether it is every Member of the House and not necessarily a Member of the very select committee whose report is anticipated that should not make any reference to the substance of the proceedings. What is the substance of proceedings of a Select Committee? To rest this matter, I wish to refer to Erskine May, Parliamentary Practice (23 ed.), page 142. It says:-"
