Actually, as a Committee, we raised that issue last week with the Chief Executive Officer (CEO) of the KNEC and he agreed that he is going to issue a circular to all primary and secondary school principals that they should not withhold certificates of the students due to non-payment of school fees. We agreed on that as a Committee and the Cabinet Secretary was also present."
